Grass-Roots Consultative Democracy in Community Governance: Value, Dilemma and Solution

Abstract: Deliberative democracy is a democratic form of consensus formed by citizens based on interests, culture and value
pluralism. It takes public consultation as the core content, public interest as the guidance, and form a consensus democratic form
through dialogue, debate, and compromise to modify the original will. It has the characteristics of the pluralism of the participants, the
publicity of the content of negotiation and the public rationality of negotiation participation. The value of its existence is to achieve
more real community governance. Firstly, it means extensive participatory democracy; secondly, it promotes "organic unity" of the
community; and thirdly, it enhances the legitimacy of public decision-making. But in reality, deliberative democracy is in the
predicament of political indifference, multi-subject and insufficient system supply. The solution of the problem is to cultivate the sense
of community, break the limit, improve the system design and improve the resident consultation ability.
