Abstract: "Evaluation" refers to the value judgment activities conducted by the subject on the object according to certain value standards. Teacher evaluation is an important part of educational evaluation and an important way to promote teachers' professional development. Educational administrative departments and elementary and secondary schools have corresponding goals and standards for teacher evaluation. The establishment of evaluation objectives as well as standards and the evaluation implementation process need more scientific and reasonable concept guidance. Leading the reform of teacher evaluation in elementary and secondary schools with the new development concept is beneficial to promoting the innovation of teacher evaluation standards and methods， and it also contributes to coordinating the purpose and resources of teacher evaluation， adhering to the concept and action of green teacher evaluation， opening up the subject and region of teacher evaluation， and sharing the results of teacher evaluation with multiple subjects， which can help to improve the effectiveness of teacher evaluation， thus promoting the professional development of teachers and the construction of high-quality education system.
