Community Governance from the Perspective of Governance Theory: Dilemma and Path Choice

China is undergoing a rapid social transition now, when the construction of socialist modernization and serive-oriented government is at its critical moment. Community is the most basic common area of human life. Government shoulders the responsibility of promoting good governance of the community. The current dilemmaof the community governance in China lies in the dominant position of all-round government, the lagging of the community residents' involvement, and the inadequate development of community-based organizations. The paper, under the governance theory, discusses the countermeasures of community governance from three aspects: the transformation of government functions, the construction of limited and service-oriented government, the promotion of the community residents' involvement and the adequate development of community-based organizations.
