Cause of the Variation of Japanese Policy to China before the National Protection Movement

The outbreak of WWI provided Japan an excuse to invade China, nevertheless, Japanese government and public
diversified to China issue, especially to the treatment of YUAN Shikai. The party who advocated the "down with YUAN" once
prevailed and forced the northern warlords government in China to accept the "twenty-one demands". On this occasion, anti-Japanese
movement burst out unexpectedly among Chinese people, which forced Japanese government adopted a moderate policy to China.
