Survey based on 400 "Two Committees" Cadres in 55 Communities（Villages）

To strengthen the construction of community （village） cadre ranks is the requirement of promoting social reform,
development and stability, as well as one of the important project of strengthening the foundation. At present, the community（village）
cadre ranks are having changes of structure optimization, capacity upgrade, dynamic enhancement of transformation, but there is no
denying that problems of aging and lacking successors still remain unsolved. Reasons of aging of cadres and lacking cadre successors
can be various. So, it's essential to apply innovative selecting and assigning mechanism, cadre exchange mechanism, successors
backup mechanism, remuneration guarantee mechanism and psychological stimulation mechanism.
