Abstract: The classification and management of municipal domestic waste is an environmental remediation behavior with the participation of multiple subjects such as the government, the market, and the society. This paper, with the collaborative governance as the theoretical basis, aims to build a collaborative governance framework for municipal domestic waste classification. This paper explores the evolution of domestic waste classification management in Fuzhou and find there are difficulties in terms of subjects, means, finance and technology in domestic waste classification and governance in Fuzhou, which affect the effectiveness of domestic waste classification and governance. Promoting the collaborative governance in municipal domestic waste classification and building a new model of collaborative governance in municipal domestic waste classification in the new era can resolve the difficulties in municipal domestic waste classification and treatment, and help to realize the benign interaction between different subjects and systems. Governments at all levels need to start with the division of responsibilities of governance subjects, flexible governance means, diversified financing of governance funds, collaborative resonance of governance technologies,etc.,and build a collaborative governance model of municipal domestic waste classification according to local conditions.
