Abstract: he paper analyzes the value，realistic choice and predicament of the democratic function of the Internet from the development of democratic thoughts .The most worthy value of the Internet on democracy is that as public spheres，it provides the possibility of deliberative democracy among citizens，evokes civil consciousness，and then redeems the public political life on the wane.Although it excites classical Republicanism democratic ideal，the Internet is confronted with a predicament.It is not a perfect model of public sphere.In order to surpass the limitation of the Internet′s function in democracy，it is necessary to distinguish ideal and reality，to approve standardization role of value norms on facts，to have faith in human rationality and morality，and to value the important role of the Internet discussion and deliberation in fostering citizen quality and improving the Internet as a public sphere.
