Abstract: On October，2010，Opinions of the State Council and the Central Military Commission on Deepening the Reform of China’s Lowaltitude Airspace Management was issued，which aims to open lowaltitude airspace to civil aviation activities other than passenger and cargo transport. The lowaltitude airspace opening will promote the development of private aircraft industry and private flight. Meanwhile，with the progress of legislation of The Aviation Law of The people’s Republic of China，as well as the 12th fiveyear development plan of national economy，and the determination of the reform plan of airspace management system，we believe that the state will consider to revise The Regulations for General Aviation Flight，and formulates the regulations on China’s airspace management，so as to ensure China’s private flight security.
