Abstract: Since the 18th National Congress of the CPC, China has made historic achievements in Party construction and clean government, but grassroots corruption has not been completely eradicated, and the reform of grassroots corruption governance model is urgent. The big data technology is driving great changes in the governance structure and governance capacity of the country and grassroots society. "Internet + supervision" is a successful combination of technology and governance and tackles the major problems in corruption governance at grassroot level and helps avoid governance risks due to information asymmetry, inadequate governance at grassroot level, and interference of the acquaintance society. With technological support of the "Internet + supervision" model, the grassroot government has can empower people "direct supervision" and implement the practice of "transparent administration". This process is not only the shaping of the organization by technology, but also the absorption of technology by the organization, and more importantly, the recognition and support of the people to the organization. The efficient interaction among the three factors jointly promotes the reform of corruption governance at grassroot level.
