Abstract: This paper studies how people react against the financial crisis originating from the subprime crisis in the US.The external and internal power and the combination of the two contribute to the resistance to the financial crisis and to the quick recovery of economic development.The engine of the “sail boat”，the sustained internal power to fight against the financial crisis，refers to expanding domestic demands，adjusting structure and quickening reform.International cooperation，public belief and lessons in history are the sail on the boat，the expansible external power.And balanced competitive force，proper regulation and supervision are like the steering wheel on the boat，which is the combination of both the internal and external power.The authors hold that either the internal or external power alone cannot resist the financial crisis.The only way to achieve that goal is to integrate the two powers.The “sail boat” concept offers guidance to international cooperation and striding development.
