“气代煤”发电环境效益的系统动力学模型研究

摘要: “气代煤”发电是实现污染物减排、环境改善的有效方法之一,天然气发电成本高是制约“气代煤”发电的关键因素,也是相关政府部门、企业及研究机构迫切需要破解的难题之一。通过引入“将减排产生的环境效益补贴于发电天然气价格中”这一理念,从系统思考角度出发,结合VENSIM软件,构建了“气代煤”发电环境效益的系统动力学模型;通过29个关键要素、3条主要路径的系统构建,设置5种情景,进行了“发电需求增长率”及“政府补贴力度”的敏感性分析,通过仿真模拟进行减排效果分析,仿真结果显示:“政府补贴力度”因素能够有效促进减排量。研究所构建的系统动力学模型可为相关部门、企业进行“气代煤”发电提供理论参考和思路借鉴。

Abstract: "Coal-to-gas substitution" in power generation is one of the effective methods to achieve pollutant emission reduction and environmental improvement. However, the high cost of natural gas power generation is not only the key factor restricting the "coal-to-gas substitution" in power generation,but also one of the difficulties that the government departments,enterprises and research institutions need to solve. This paper introduces the idea that "the environmental benefits of emission reduction should be subsidized to electricity generation with natural gas", and we build the system dynamics model of "coal-to-gas substitution" power generation environment benefit with VENSIM software. In this model, we construct 5 situations and carry out sensitivity analysis of the growth rate of power generation demand and the intensity of government subsidies. The results of the emission reduction effect simulation show that the intensity of "government subsidies" can effectively promote emission reduction and electricity generation volume.
