Abstract: Outline for Promoting Lawbased Administration in an Allround Way issued in 2004 gives a clear statement about the goal and steps of constructing a government implementing lawbased administration.The outline provides standards of lawbased administration for local governments at all levels.Honesty principle，one of the most important regulations of lawbased administration，is the key to government authority.Correct understanding of honesty principle is a precondition for attainment of the goal of lawbased administration.The two “administrative decisions” in the outline have different connotations as they are related to different subject when it comes to cancellation，withdrawal and alteration of administrative decisions.And the outline should conform to its higher level law，Administrative License Law of The People′s Republic of China.
