土地整理项目的生态环境影响评价——以南充市S镇为例

摘要: 土地整理是实现土地资源可持续利用的重要途径,其根本目的在于协调人地矛盾和保护耕地,但土地整理过程会对生态环境产生重要影响。从水环境、土壤环境、生物环境和社会环境四个层面选取11个指标构建基于层次分析法的物元模型,并以此为基础对S镇土地整理项目进行生态环境影响评价,结果发现:S镇在土地整理前的生态环境评价等级为"差",土地整理后的等级为"较好";在土地整理过程中,S镇的土壤肥力指数、土壤质量、土地垦殖率和人均耕地等指数向好,取得了良好的综合效益。为了进一步改进和完善土地整理工作,减少土地整理对生态环境的影响,在今后的土地整理过程中一定要合理利用水资源、提高水资源的利用率,保护好生物多样性、提高植物覆盖率,建立土地整理生态环境保护和管理机制,等等。

Abstract: The land consolidation project, a key way to achieve sustainable use of land resources, can resolve the conflicts between people and land, and protect the cultivated land. However, land consolidation will have an important impact on the ecological environment. Eleven indicators concerning water, soil, biological and social environment are selected to build the matter-element model based on the analytic hierarchy process. On this basis, this paper evaluates the effect of the land consolidation project in S Town on ecological environment. The results show that S town's ecological environment was evaluated as "bad" before the land consolidation project but "good" after that. In the process of land consolidation, soil quality, soil fertility index, land reclamation rate, vegetation coverage and per capita cultivated land are all improving, thus generating good comprehensive benefits. In order to further improve the land consolidation and reduce negative influence on ecological environment,we advise that in future land consolidation projects,we must utilize water resources more effectively, raise vegetation coverage and protect the biodiversity, and establish the mechanism of ecological protection and management in land consolidation.
