Abstract: The risk of overseas oil and gas field developing projects is increasing，and risk management of these projects is a comprehensive and complex system，which has aroused a lot of scholars’ interests. Through WSR method based on the system theory，we analyze the risk of overseas oil and gas field development projects at three levels，classify the risks of overseas oil and gas development from the dimensions of human science，cybernetics and physical dimension and establish the risk management method of overseas oil and gas field development projects，hoping to provide new ideas for avoiding risks of overseas oil and gas field development projects in the current stage，and to positively promote and strengthen risk management of overseas oil and gas field development projects.
