我国能源产业科技研发评价与发展政策建议

摘要: 分析了我国能源产业的总体科技活动情况和能源企业的科技竞争力状况,认为:我国能源企业的整体科技竞争力较差,特别缺乏科技竞争力强的创新型企业,虽在科技支撑要素及科技投入要素方面具有很强的力度,但在科技产出要素与技术创新要素方面表现较差。在参考国外能源企业的科技研发趋势后指出,要提高我国能源产业的科技竞争力:(1) 要理顺政府与市场的关系;(2) 要建立共性技术研发机制;(3) 要选准技术创新方向;(4) 要更多地采用面向能源消费需求的激励政策。

Abstract: Based on the analysis of the general sci-tech activities and the current sci-tech competitiveness of the energy industries in China,this paper points out that China′s energy industries still rates poor in overall sci-tech competitive power,and worse still,there are few innovative corporations with strong competitive power in this industries. Despite the considerable sci-tech support and input,the sci-tech output and technological innovation are not satisfactory. With reference to the sci-tech development trend of the foreign energy industries,four suggestions on how to enhance the sci-tech competitive capability in home energy industries are put forward as follows:(1) Adjust the relationship between the government and the markets;(2) Establish a cooperative mechanism of technology development;(3) Target appropriate projects in technological innovation;(4) Adopt more consumption-oriented encouragement strategies.
