钻井作业HSE风险管理研究

摘要： 石油工业是具有高温高压、易燃易爆、工艺复杂的高风险行业，全面推行安全、环保、健康的行业规则是国际必然趋势。以钻井作业这一领域的风险管理为切入点，全面研究了HSE风险管理内涵、特点以及实行HSE管理体系的意义，对风险识别和评估、风险削减措施、应急反应计划分别进行了详细阐述，并从钻井现场作业的实际出发，结合风险管理现状，对石油企业推行HSE风险管理提出3点建议和措施，旨在提高钻井行业的健康、安全与环境的风险管理水平，增强钻井队的市场竞争能力，促进我国钻井企业与国际先进水平接轨。

Abstract: Oil industry is a highrisk business，with high temperature and pressure，inflammability，explosiveness and complex process.Therefore，it is necessary to fully emphasize health，safety and environmentfriendliness in this industry.Taking the highrisk drilling operation as the breakthrough point，extensive studies are done on the HSE risk management.After elaborating risk identification and assessment，risk reduction measures and emergency response plans，the author presents suggestions on implementation of HSE risk management in oil companies，and believes that the implementation of HSE risk management will help improve risk management effectiveness in drilling operations，and hence promote competitiveness of drilling operation companies so that they can further approach the advanced production and management level in the world.
