China-Laos Police Cooperation in Combating Cross-border Drug-related Crimes——An Analysis in the Context of the “Belt and Road” Initiative

Abstract: Preventing and combating drug-related crimes is an undertaking safeguarding the development of the human society. In recent years, with the advancement of the "Belt and Road" initiative, China and Laos have conducted active police cooperation in combating cross-border drug-related crimes, which has enhanced law enforcement by the police departments in both countries against drug-related crimes, and has improved the effectiveness of police investigation of the drug-related crimes. However, deficiencies exist in China-Laos police cooperation in the respects of police enforcement cooperation, intelligence collection and sharing, evidence collection and certification, and tracking and collection of drug-related funds. In the future cooperation in combating cross-border drug-related crimes, China and Laos should, on the basis of respecting the laws and regulations of both sides, grasp the opportunities brought about by the "Belt and Road" initiative and improve the police cooperation mechanism for combating the crimes. Thereby the crimes can be prevented and combated and the political, economic and social interests of both countries can be safeguarded.
