Abstract: By making comparison of gaps in income，consumption，education and medical care between rural and urban areas，the authors explore the causes of such gaps which are the dualsector rural and urban economy，government′s inadequate investment in rural areas，farmers′ science and cultural background，failure of efficient landuse right transfer and strict family planning policy.Therefore，we conclude that the key to narrower gaps is to restructure the binary opposite economy，to increase government investment，to improve farmers′ scientific and cultural quality，to encourage landuse right transfer and to change farmers′ child bearing viewpoint.
