Abstract: In the context of increasing decentralization of network society, the discourse right of network ideological and political education is faced with the dilemma: generalization of the right of discourse expression, continuous dissolution of the center, ineffectiveness of communication and gradual deconstruction of the system, and the decline of the dominant energy and continuous weakening of the authority. The reasons for such dilemma involve the subject authority of discourse, object pertinence, content attraction, diversification of methods and the convenience of Internet technology. Therefore, to effectively respond to such dilemma, it is necessary to take measures in terms of concept, system and action. In the construction of network ideological and political education system, it is important to adhere to the ideological guidance and to uphold the concept of multiple coordination so as to face up to the fight for discourse right and create a benign discourse field by creating smooth discourse communication channels, focusing on the characteristics of discourse objects, expanding discourse expression, and strengthening the comprehensive management of discourse.
