A Review of Researches on Carbon Emission Reduction of Fossil Energy

Excessive use of fossil energy results in a large number of greenhouse gas emissions and environmental hazards like global warming and sea level rise. In order to promote green development and protect the world environment, various economies are actively proposing measures to reduce carbon emissions. At the same time, scholars have done a lot of researches on reduction of carbon emissions of fossil energy from different perspectives, but there is a lack of literature review in this field at present. We conduct a literature review of researches on carbon emission reduction of fossil energy, intending to provide scholars with the overall research framework and content of carbon emission reduction of fossil energy. In this paper, 73 literatures are reviewed and analyzed from regional, industry and enterprise angles. The analysis reveals that future researches can be done on the source of carbon emission reduction behavior of fossil energy, the application of fossil energy carbon reduction technology, fossil energy supply chain emission reduction, and emission reduction of fossil energy industry chain collaboration.

China's land dividend is a special dividend form created by economic and policy dividend, and the public interest attribute of land dividend is the inherent requirement of social fairness and justice. China's land dividend originates from a series of institutional arrangements based on public ownership of land. Factors like urbanization and industrialization, land use control, land location advantages have pushed up land prices and laid a solid foundation for the public interest attribute of land dividend. In order to safeguard the public interest attribute of land dividend, the state includes it into public finance, and realizes the sharing of land income by the people by standardizing the revenue and expenditure of public finance, so as to prevent the land dividend from being monopolized by a few people. By perfecting relevant system, the state improves the taxation system of land income and scientifically defines the tax base and tax amount related to real estate development; the state also improves the land expropriation system to ensure that the purpose, procedure and income of land expropriation are legal and in line with public welfare, and realize the sharing of land dividends by promoting the fair distribution of land dividends between urban and rural areas, and coordinating the relationship between public interests and personal interests.

Based on 37 data from a manufacturing industry in 2008-2018, using a fixed-effect model to examine the impact of policy incentives and financial support on the quality of technological innovation under different ownership properties, the study found that the impact of policy incentives and financial development on the quality of technological innovation has heterogeneity in the nature of ownership. The existence of state-owned "attribute suppression" makes the influence of policy incentives and financial support on the quality of technological innovation ineffective in state-owned industries; in non-state-owned industries, due to the low intensity of competition between the manager's market and the product market, policy incentives have an impact on the quality of technological innovation. The negative effect of passive implementation has been achieved, but further research has found that the government's active screening mechanism can neutralize the negative incentives of policies to the quality of technological innovation; finance has always had a positive support effect on the improvement of technological innovation quality, and financial development and technological innovation. The degree of interaction and coordination continues to rise. We believe that non-state-owned enterprises are the main body of innovation activities. In the case of insufficient market system construction, the improvement of innovation quality is usually hindered by excessive government intervention to disrupt market expectations. Policy incentives must be coordinated with market construction to achieve innovation quality. The "curve overtaking" in China is inseparable from the cooperation between "promising government" and "effective market".

Authentic leadership and good organizational ethical climate are the foundation for social organizations to survive and play their roles. At present, the researches on authentic leadership and ethical climate of organizations in China has not been related to social organizations that have special needs for authentic leadership. In our study on the relationship between authentic leadership and organizational ethical climate through meta-analysis, 12 empirical studies were included, with a total sample of 3555. The main effect test showed that there is a high degree positive correlation between authentic leadership and organizational ethical climate (r=0.56, P < 0.05). The results of the moderating effect test found that the organizational ethical climate measurement tool has a significant moderating effect on the relationship authentic leadership and organizational ethical climate (Q=10.94, p < 0.05), and the relationship between authentic leadership and organizational ethical climate is not affected by cultural background (Q=0.13, p>0.05). Based on the research findings, this study discusses how to shape, protect and promote authentic leadership, so as to build a good organizational ethical climate and promote the healthy development of social organizations.

The past 100 years of the Communist Party of China is the process of it examining and recognizing opportunities of time, and seeking, creating and using the opportunities for party development and growth, which goes through the following stages: the founding in response to the time, growing and prospering with the trend by taking advantage of the time, and taking the rein of China. The fundamental reason for the development and growth of Communist Party of China in the past century is that it has formed and has been practicing the great spirit of party building, has been valuing party construction and respecting the people's needs. To continue to lead the Chinese people to realize the great rejuvenation of the Chinese nation, the Communist Party of China must correctly understand and handle the relationship between its leadership and the main force, comprehensively strengthen party construction, fulfill the purpose of serving the people wholeheartedly, and fully respect and give play to the the people.

In the celebration conference for the 100th anniversary of the founding of the Communist Party of China, General Secretary Xi Jinping pointed out that the great party spirit is the source of the spirit of the Communist Party of China. During its endeavors over the past century, the CPC has developed a great spirit that plays a vital role in the Chinese revolution and socialist construction. The theoretical foundation of "upholding truth and ideals" has inspired the CPC to break through obstacles; the practical foundation of "staying true to its founding mission" has strengthened the Party's responsibility to work diligently for the people; the spirit of "fighting without fear of danger" has tempered the resilience of the Party; the value foundation of "meeting the people's expectations" has confirmed the Party's determination to serve the people. The great spirit of Party building is the source of the Party's vitality, the genetic code of the Party's one hundred years of vigor, and the spiritual source of the CPC's success.

Since its founding, the Communist Party of China has been striving to seek happiness for the people. This is clearly reflected in CPC's efforts to satisfy the poor farmers' need for residence in the Yan'an period with a series of theoretical exploration and practices aimed at solving their problems of "no residence" and "poor residence". The exploration and practices resulted in ethics of residential need, ethics of residential space, ethics of residential care, ethics of residential interpersonal relationship and ethics of residential value, which condensed into an important embodiment of the good governance of the CPC in Yan'an period, highlighting the ethical spirit and wisdom of the CPC to take people as the center and seek happiness for the people wholeheartedly.

Patriotism education is a systematic project, which can be endowed with height, depth and warmth through effectively integration of educational resources in the new era. Since the 18th National Congress of the Communist Party of China, the CPC Central Committee has gradually formed the "Four Greatness" policy in governing the country, providing a practical guidance for solving new problems and drawing a grand blueprint for realizing the historical mission of the Party in the new era. It is of great theoretical and practical significance to tap vivid and realistic patriotic education materials, reveal the rich connotation and strengthen the theoretical basis of patriotic education based on the "Four Greatness" policy. At present, we should guide people to fully understand the chronicity, complexity and arduousness of the socialist cause in the great struggle, guide people to love the Party, the country and socialism in advancing the great cause, guide people to temper their patriotic initiatives in the great project of Party building, and guide people to cultivate their patriotic feelings in the common goal of realizing great Chinese dreams.

Criminal appeal cases are where criminal litigants' rights and interests protection connects with procuratorial work. Based on the handling of criminal appeal cases in a branch of Beijing People's Procuratorate and the county procuratorates under its jurisdiction, this paper analyzes the current handling mechanism of criminal appeal cases in China. The results show that the number of criminal appeal cases accepted by procuratorial organs is increasing year by year, and branch procuratorates handle a larger number of cases than procuratorates at district and county levels, but the effect of case handling in branch procuratorates is not satisfactory as expected due to the lack of adequate theoretical support, unclear legal basis, and inadequate reasoning of documents. At present, we should explore the establishment of a "case" and "person"dual-core criminal appeal case handling mechanism, so as to reflect the procedural value of criminal appeal cases and correspond to the political attributes of procuratorial organs.

The development goals of carbon peaking and carbon neutrality conform to the inherent requirements of China's sustainable development and demonstrate China's determination for green and low-carbon development. At present, environmental crimes seriously damage the ecological environment of forests and grasslands, and become a major obstacle to achieving the goal of carbon peaking and carbon neutralization. Restorative justice conforms to the requirements of carbon peaking and carbon neutralization, and is in line with the protection of ecological and environmental legal interests. Applying restorative justice to environmental crimes can not only punish criminals who destroy the environment, but also maintain ecological balance and environmental security, and promote the realization of carbon peaking and carbon neutralization. At present, measures such as perfecting legislation, improving professionalism, broadening the scope of application, improving effective supervision \mbox{ability, } and establishing a sound coordination and linkage mechanism should be taken to better apply restorative justice to carbon emission reduction cases so as to promote the realization of the goals of carbon peaking and carbon neutralization in China.

"A verdict can't base on isolated evidence" is the hidden rule in the practice of criminal justice. Through an empirical study, we find out the following problems in the application of the rule. First, the concept of "isolated evidence" is misused, which makes it difficult to accurately define the connotation of "isolated evidence"; second, over emphasis on the quantity of evidence results in neglect of the quality of evidence and of the examination of the probative power of evidence; the third is the lack the judgement and reasoning of evidence review. In order to correct the defects of the rule, we suggest re-interpreting, understanding and breaking the rule from the following aspects: first, accurately defining the concept of "isolated evidence" and divide the types of isolated evidence; second, to clarifying the subjective conditions and procedural conditions for the determination of isolated evidence; third, seeking for appropriate methods for determining "isolated evidence" through evidence reinforcement and modal evidence supplementation.

Dignity therapy, characteristic of sensitivity and respect to patients, and timely and sustained impact, is being more widely used in clinical medicine and sociology. Social work solves new problems faced by clients based on four important models: physical dignity, human dignity, relational dignity and political dignity; and through six key steps: dignity introduction, dignity assessment, dignity planning, empowerment, document creation and dignity transmission, it guides clients to maintain their physical and mental health through pursuing dignity in life and promotes the professional development of dignity therapy. Based on historical experience and practical reflection, social workers must be fully sensitive to the limitations of the application of dignity therapy and precisely locate the scope of application of dignity therapy in the process of implementing dignity therapy, clarify the role of social workers in dignity therapy in depth, and the establish local characteristics of dignity therapy.

In the context of increasing decentralization of network society, the discourse right of network ideological and political education is faced with the dilemma: generalization of the right of discourse expression, continuous dissolution of the center, ineffectiveness of communication and gradual deconstruction of the system, and the decline of the dominant energy and continuous weakening of the authority. The reasons for such dilemma involve the subject authority of discourse, object pertinence, content attraction, diversification of methods and the convenience of Internet technology. Therefore, to effectively respond to such dilemma, it is necessary to take measures in terms of concept, system and action. In the construction of network ideological and political education system, it is important to adhere to the ideological guidance and to uphold the concept of multiple coordination so as to face up to the fight for discourse right and create a benign discourse field by creating smooth discourse communication channels, focusing on the characteristics of discourse objects, expanding discourse expression, and strengthening the comprehensive management of discourse.
