New Quality Productive Forces Empowering the Modernization of Urban Community Governance: Mechanism of Action and Path of Practice

Abstract: The modernization of urban community governance serves as a foundation and support in the process of advancing the Chinese path to modernization. The new quality productive forces, characteristic of high technology, high efficiency, and high quality, is the decisive core driving factor for promoting this modernization in the new era. From the perspective of the "four-dimensional" goal framework for urban community governance modernization, the essence of empowerment by new quality productive forces lies in using digital technology leaps to trigger the synergistic evolution and deep restructuring of governance structures, rule systems, operational mechanisms, and capacity elements, and to drives the iterative upgrade of urban community governance models towards platform-based governance, rule-intelligent governance, agile governance, and generalist-oriented governance, thereby providing core momentum for advancing the socialization, legalization, intellectualization, and specialization of urban community governance. In future-oriented urban community governance practice, efforts should be made to persistently enhance the adaptability of digital technology embedded in community scenarios, to increasing the initiative of community organizations to accept digital technologies, and to strengthen the comprehensiveness of the community environment's support for digital technologies. These measures will continuously expand the application scenarios and effects of new quality productive forces empowering the modernization of urban community governance.
