Abstract: With the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China drawing up the blueprint of the 15th Five-Year Plan, developing new quality productive forces has become a strategic choice for China to advance high-quality development and secure an edge in international competition. Characteristic of high technology, high efficiency, and high quality, new quality productive forces mainly take the form of digital productivity and green productivity. They stand in a dialectical unity with high-quality development across dimensions such as innovation-driven growth, structural optimization, green development, and improvement of people's livelihoods. In order to transform the strategic concept of new quality productive forces into operational high-quality development measures, we must follow the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, and efforts must focus on four key areas: scientific and technological innovation, industrial upgrading, institutional reform, and talent cultivation, so as to transform the top-level design and strategic deployment of developing new quality productive forces into active practice and solid results in various regions and fields through effective ways such as achieving high-level sci-tech breakthroughs, promoting industrial system transformation, deepening factor market reform and improving talent cultivation system so that a solid material and technological foundation for Chinese-style modernization is continuously strengthened.
