Abstract:

It is difficult to govern the society during the period of social transformation. This paper，going beyond the traditional
perspective，studies social governance from the perspective of social capital，and analyzes the internal logic relation between
social capital and social governance. The analysis reveals that the public’s participation in the network emphasized by social
capital accords with the subject pluralism of social governance，and that the trust and reciprocity stressed by social capital
correspond to the principles of transparency and responsibility. In social governance，abundant social capital contributes to the
coordination of social relations，resolution of social conflicts，regulation of social order，and the construction of harmonious
socialist society. However，because of the offside power of government，immaturity of nongovernmental organization and
the insufficiency of effective supply to the system，the current social capital is extremely scarce，and not conducive to social
governance. The author believes that，for the purpose of better cultivating social capital and enriching social capital stock，
we should implement government streamlining，develop civil society organizations，cultivate civic awareness，shape rational
society，perfect law system，and provide system safeguard，advocate core values，construct social credit and so on，so as to find
solutions to the problems in current social governance，and continuously push forward the modernization of national governance
ability.
