Abstract: From the beginning of the Chinese communist party's foundation to the Northern Expedition, the idea that mass movements should take precedence over military action had been the guideline. Over the same period,the mass movement was in adverse circumstance and could not carry on in Sichuan Province despite the previous achievements there. On the contrary, military action had a slight advantage as it involved upper officers, and the former guideline of mass movement first was outof-date and could not meet the need of the northern expedition. However, due to the lack of a solid mass support, especially the lack of support from soldiers and the grassroots officers, the Luzhou-Shunqing uprising turned out a failure. All these undoubtedly provided important lessons for the Communist Party of China in carrying out the armed struggle policy and the mass line.
