Abstract: The new normality of innovative social governance requires public emergencies be actively and effectively dealt with. The majority of researches on local government's responses to public emergencies focused on crisis management cycle, or governance structure elements,and few researches are done about coordination ability. Coordination is the essential capacity for the government to cope with public emergencies. Government emergency coordination capacity has hierarchical,structural characteristic. In promoting the government's emergency coordination capability,we should focus on promoting the institutional coordination in policies,personnel,information,materials and capitals,so as to give full play to the different coordination capacity of each specific sector. The analysis framework from the perspective of coordination ability can better analyze the local government's ability to deal with public emergencies,and can help construct a better response system to public emergencies.
