On the Improvement of Medical Practitioners' Multi-sited Practice System in the Context of Grading Diagnosis and Treatment

Abstract: Grading diagnosis and treatment is to optimize the allocation of medical and health care resources, and multisited practice system greatly contributes to better utilization of medical and health talent resources. The two systems promote and cooperate with each other. However, many problems exist in the implementation of medical practitioners' multi-sited practice system in China. The personnel management system in hospitals,the hospitals' pursuit of maximum benefits,medical practitioners' misgivings about multi-sited practice, the absence of supporting policies, etc. dampen the enthusiasm of doctors for multi-sited practice and is not conducive to rational allocation and orderly flow of medical and health care resources. To further improve and perfect the multi-sited practice system in the context of grading diagnosis and treatment, efforts must be aimed at public welfare,grass-root-level needs and security assurance,starting from reforming personnel management system in hospitals,establishing doctor brokerage firms and creating medical liability insurance. By ensuring the doctors' identity transfer from a hospital employee to an independent practitioner, and by generating their enthusiasm about multi-sited practice, we can meet the requirements of the implementation of grading diagnosis and treatment, and achieve efficient allocation of medical and health care resources.
