In response to the pressures of energy demand and environment protection, renewable energy has been the choice of many countries. With the globalization of energy markets deepening, different nations have adopted national renewable energy laws and policies on similar basis, which has laid a foundation for China to learn from their advanced experiences. The renewable energy laws and policy systems of the major developed countries such as the United States, France, Japan, Australia and Germany have stayed in the leading position for long. And their alignment will increase, with an increasingly obvious political trend. To build a renewable energy law and policy system with Chinese characteristic, China must improve its renewable energy laws and policies which emphasize low carbon and green development, and introduce market regulation mechanism and international cooperation mechanism.

In recent years, the low oil prices in international and domestic market have made significant impacts on the production and management of oil enterprises. Currently, China, one of the world's major oil producers and importers, is now faced with unprecedented challenges. Faced with fierce competition in the complex international market, China must carry on scientific evaluation on the competition of its oil enterprises in the international market in order to formulate corresponding countermeasures. Using factor analysis and taking into consideration the characteristics of China' soil enterprises, we establish the evaluation index system of international competition of oil enterprises with representative parameters such as overall strength, profitability, ability of resource development and production, sustainable development, internationalization level. Application of this system to the analysis of international competition of China' soil enterprises reveals that Chinese oil enterprises are relatively weak in international operation and profitability, which means we should vigorously implement the" Go Out policy" and actively integrate corporate strength and global resources so as to promote the international competition of oil enterprises in China.

An Analysis of Spatial Distribution of Marine Environmental Policy in Coastal Areas

With the advancement of marine enterprise and development of marine economy in China, the central and local governments have issued a series of policies on marine environment. Apart from economic, social and environmental factors, space factor also has significant impact on policies on marine environment in the coastal areas. Using Moran index,Spatial Lag Model and Spatial Error Model, we explore the spatial correlation of marine environmental policies in eleven coastal areas in China, and analyze the internal mechanism of spatial distribution of marine environmental policies. The analysis reveals that marine environment policies show a remarkable positive space auto-correlation in the coastal areas generally, with remarkable clustering phenomena locally. The study also shows that the traditional regression method isn't suitable for quantitative analysis of marine environment policy,but Spatial Error Model is the best choice. The total GDP of marine industry and GDP of marine tertiary industry play a positive role in environmental policy in the coastal areas, and spatial lag impact of environment policy of adjoining areas and other errors featuring spatial correlation have an inhibitory effect on the marine environment policies in a certain coastal area.

Grading diagnosis and treatment is to optimize the allocation of medical and health care resources, and multisited practice system greatly contributes to better utilization of medical and health talent resources. The two systems promote and cooperate with each other. However, many problems exist in the implementation of medical practitioners' multi-sited practice system in China. The personnel management system in hospitals,the hospitals' pursuit of maximum benefits,medical practitioners' misgivings about multi-sited practice, the absence of supporting policies, etc. dampen the enthusiasm of doctors for multi-sited practice and is not conducive to rational allocation and orderly flow of medical and health care resources. To further improve and perfect the multi-sited practice system in the context of grading diagnosis and treatment, efforts must be aimed at public welfare,grass-root-level needs and security assurance,starting from reforming personnel management system in hospitals,establishing doctor brokerage firms and creating medical liability insurance. By ensuring the doctors' identity transfer from a hospital employee to an independent practitioner, and by generating their enthusiasm about multi-sited practice, we can meet the requirements of the implementation of grading diagnosis and treatment, and achieve efficient allocation of medical and health care resources.

Since the reform of the tax system, the taxation administration departments at every level have assigned" taxation tasks", the quota of which was even linked to the political future of taxation officials. The tax farming system, had placed the tax law in a subordinate position, conflicts with the concept of rule of law, and impedes the process of taxation legalization in China. The analyses of predatory rule theory and contract theory help to sort out the reasons and disadvantages of the long term existence of tax farming system. To get rid of the plight of tax farming, it is necessary to change the existing mentality of tax-farming, and to set up the concept of statutory taxation at every level of taxation practice. It is also necessary to further improve the legal system of fiscal taxation, to enhance the fiscal constraints on public budget, to reform the existing taxation administrative system, and to protect the taxpayers' rights in order to fully realize legalization in taxation practice in China.

In the current risk society, prepositive legal interest protection and implementation of preparatory behavior have become the subjects of criminal law research. According to the principle of criminal law in risk society," drug trafficking" should cover" buying for selling" and" selling". In the calculation of drug trafficking, according to Wuhan Meeting Minutes, the amount of the drug purchased by the drug addict should be taken as the drug trafficked,and the defendants should be allowed to defend with evidence. When defining the crime of drug trafficking, we should advocate the concept of" actual control by purpose"in distinguishing the offender of abstract danger or offender with intent. In the identification of commissioned purchase and middleman transaction, it is necessary to determine whether there is profit-making purpose and whether the defendant obtains any material or nonmaterial profit.

Daisaku Ikeda, who has been devoting himself to dialogues for world peace and human well-being in his life, is an advocate of global peace movement. Daisaku Ikeda's thoughts on dialogue are the results of his personal experience in war, his support for his fellow-Buer, his conviction of Buddha, and his concerning about the problems facing human beings. His thoughts on dialogue include rich content. Equality and respect, common grounds and tolerance, and belief in common suffering are the prerequisite of his thoughts. There are two forms of dialogues: dialogues with governments and dialogues with the public. He aims to realize coexistence and mutual prosperity through mutual understanding and to bring about revolution through mutual learning, thus achieving world peace and human well-being. His thoughts are of referential value in building a harmonious world of man and nature, in the implementation of people-oriented principle, and in the realization of man's happiness.

Yang Yuhuan was the best know beauty in Chinese history who liked litchi. But as for where her favorite litchi came from,there were no official records. Since Song,two places: Lingnan and Fuzhou,had been regarded as the provenance of the tribute litchi. Some of Su Dongpo's poems and historical records supported Fuzhou as the provenance,but evidence supporting Lingnan as the provenance also existed in Du Fu' poem and in Zhizhi Tongjian by Sima Guang. Through combing and verifying related historical data, and through field inspection, we believe that Fuzhou is the main tribute place. The reasons are: firstly, litchi abounded in Fuzhou in the Tang dynasty as in Lingnan; secondly, Fuzhou is two thousand li nearer to Changan than Lingnan, which is favorable for the litchi to stay fresh and for saving cost; thirdly, it was natural for Yang Yuhuan, who was from Shu (today's Sichuan), to miss her favorable home flavor after becoming the favorite imperial concubine. Certainly, because of the publicity of Yang Guifei's servants and Zhang Jiuling,a senior government official then,Lingnan also attempted to pay its tribute of litchi to Yang Guifei.

The construction of ecological civilization is an important part in the construction of socialism with Chinese characteristics, in which moral education on sci-tech ethics finds its foundation in that moral education on sci-tech ethics is the requirement of ecological civilization construction,that moral education on sci-tech ethics has a comparative advantage in ecological civilization construction,and that moral education on sci-tech ethics satisfies the talent demand of ecological civilization construction. At present, major problems in moral education on sci-tech ethics are: inadequate qualification of educators, unclear definition of education content, lack of variation in education methods, and imperfect education management system. In national context of ecological civilization construction, it is necessary to optimize college students' moral education on scitech ethics by improving the qualification of moral educators, by clearly defining content of moral education, by improving the education methods and by perfecting the management system of moral education on sci-tech ethics so as to improve the effectiveness of moral education on sci-tech ethics in colleges through a variety of ways.
