Standardization of Local Government Cooperation Agreement in the Context of Inter-Government Governance——A Case Study of Chengdu-Chongqing Twin Cities Economic Circle

Abstract: Regional coordinated development depends on the cooperation of local governments which is carried out through cooperation agreements between local governments. Since the strategy of Chengdu-Chongqing Twin Cities Economic Circle was put forward,the cooperation between Chengdu and Chongqing governments has become an extremely urgent necessity. At present,the problems in the operation of local government cooperation agreement in Chengdu-Chongqing Twin City Economic Circle include insufficient standardization, unestablished procedures, unclear effectiveness regulations and behavior spillover affecting the rights and interests of the third party. Standardized operation of local government cooperation agreements can be promoted under the guidance of intergovernmental governance theory,the guidance for local government cooperation,through solution of the problem of legal right to conclude agreements, and establishment of mechanism of approval by the central government and mechanism of independent institution management and third-party participation.
