Abstract: In the marketing environment of refined oil shortage, the oil products sale enterprises carry out the scientific and rational selection of distribution and optimization of transportation costs for gas stations, which is one of the effective ways to cut marketing costs and reduce profit loss.In this paper, with the goal of the secondary transportation costs in the logistics and distribution of refined oil,the transportation cost optimization model is established under the conditions of a shortage of refined oil,and the process of optimization of the model and calculation method offered with transportation planning principle.A large municipal oil sale company is taken as example, the model is used, the gas stations under the conditions of shortage of refined oil in the limited constraints based on different circumstances discussed, and the sensitivity analysis of transportation costs conducted. The research results show that the transportation costs of refined oil increase with the minimum requirement limit increases in the gas stations,by changing the constraining parameters of the model and programming calculating software, the model can be extensively applied.
