Abstract: From the existence of dynamic information of oil field devel-opment, all kinds of factors affect measured production are spa-lyzed, and the non lineal relationship between measured produc-lion and corresponding factors is established by the aid of func-tional simulation principle, i. e. difherential coefficient simula-lion method and never net method. With the well built relation-ships, optimal measure arrangement modules attend to maximummeasured production, minimutrr cost and maximum profit are provided, those are successfully applied in tactics and solve well questions on the optimal arrangement of measured production,cost and operation
