Abstract:

The route of the socialist core values education in primary and secondary schools changing from "material-centered" to
"ability-oriented" is an inevitable requirement for the socialist core values' internalization in students. With the substantialization of
content structure, the assault of the process form, and simplification of methods, "Material-centered" education make the socialist core
values formalistic. Possible reasons of causing this problem lie in: the mistaken and narrow concept of the purpose of primary and
secondary schools--taking intellectual education as the center; administration deviating from education--based on the measurement
for the credentials; and the rigid single theoretical perspective--sticking to the discipline curriculum orientation. As for making sure
the efficient implement of the "ability-oriented" route for the socialist core values education in primary and secondary schools, the
strategies must be carried out: establishing open communication teaching to form the main body relations of enhancing the rational
communication ability; creating multiple learning resources to constructing campus culture of inspiring personality potential; and
establishing internal and external co-symbiotic environment to cultivate the civilized educational atmosphere.
