地方高校学报实现论文的开放存取是国际化和网络化背景下办刊的必然选择，开放存取能够提高学报的影响因子、被
引频次、影响力，扩大学报作为学校学术窗口的作用，吸引优秀稿件。地方高校学报可以从自建网站、加入开放存取期刊组织机构、提高学报的显示度等方面实现开放存取。

Abstract:

Opening Access to college journal is necessary for modernized edition, which will contribute a lot to the popularity of the magazine through attracting splendid theses and being quoted. In order to realize the goal, the author advises building the web side, joining the Institute of Opening Access, and showing the journal through more channels.
