摘要：

传统的简单性思维对于环境和环境问题的理解存在较大局限，治理实践的困境在一定程度上表明这种思维方式的破
产。环境是一个复杂系统，只有在复杂性的视阈中，才能认清环境问题的实质。要从复杂科学的视阈中对传统环境保护观进
行批判，认识到环境治理的本质特性是公共性，关键环节是环境制度及执行，主体要素是多元互动，环境治理需要公民共识和
生态意识的建立。归根结底，环境治理本质上是共同目标下的人的治理。

关键词: 复杂系统, 环境治理, 制度体系

Abstract:

Traditional simplicity thinking has great limitation in the comprehension of environment and related issues, and the
difficulty in governance practice proves the collapse of this thinking to some extent. The environment is a complex system and we only can grasp the essence of environmental issues in complex views. Traditional views of environmental protection should be criticized from the point of complex system. The essential character of environmental governance is publicity. The key point is environmental systems with their execution. The subject element is multiple interactions. Citizen consensus and ecological consciousness are also in need.Ultimately, the essence of environmental governance is the governance of people under a common goal.
