摘要：

采用文献资料、逻辑思辨等方法，对我国校园足球发展中存在的问题进行梳理与分析，指出我国校园足球发展中存在资源配置失衡、教育价值认知矮化、现代化治理能力短板等问题。为此，以文化分层为理论框架剖析，揭示物质运行粗放、制度践行脱节、行为执行失范及精神塑造短见是制约校园足球发展的主要原因。在“新发展理念”引领下，基于文化分层理论，提出校园足球发展的策略：持续创新是校园足球全面超越的内生动力；多方协调是校园足球外在需求的调节机制；绿色生态是校园足球长久健康的生长空间；全面开放是校园足球消弭壁垒的有效路径；人人共享是校园足球资源供需的终极目标。

Abstract:

Using literature review and logical analysis, this study identifies and examines key problems in the development of campus football in China, including imbalanced resource allocation, diminished awareness of its educational value, and shortcomings in modern governance capacity. Grounded in cultural stratification theory, the study reveals that extensive material management, disjointed institutional implementation, irregular behavioral execution, and shortsighted spiritual cultivation are core obstacles hindering the growth of campus football. Guided by the new development philosophy, the paper proposes development strategies based on this theoretical lens: sustained innovation as the internal driver of comprehensive advancement; multi-party coordination as the regulatory mechanism for external demands; green ecology as the long-term space for healthy growth; full openness as a means to eliminate structural barriers; and shared access as the ultimate goal of balancing supply and demand in campus football resources.
