农村中小学校控辍保学的实践经验、困境与对策

摘要: 我国边远、高寒、少数民族地区农村中小学校经过多年持续开展控辍保学行动,在领导带头抓、坚持依法控辍、强化管理控辍、教改控辍、情感保学等方面积累了值得借鉴的实践经验。与此同时,也突显出许多亟待进一步解决的问题,集中表现为:统筹兼顾效果有待提升、执行能力尚需完善、外界因素干扰较多、思想动态重视不够深入等。以构建“控辍保学联盟”为保障,形成学校与各级主要部门合作共同体;以智慧控保为目标,推动“互联网+”助力控辍保学;以学生情绪情感为起点,重视劝返学生的思想动态等;是我国农村中小学校未来控辍保学对策举措的方向。

Abstract:

After years of continuous implementation of dropout control actions, the rural primary and secondary schools in China’s remote, alpine, and ethnic minority areas have accumulated valuable practical experience in the areas including leaders taking the lead, insisting on controlling dropout according to law, strengthening management, teaching reform to control dropout, emotional protection and so on. At the same time, it also highlights many problems that need to be further solved, which are mainly manifested as: the effect of overall planning and consideration needs to be improved, the execution ability needs to be improved, external factors interfere are more, and the ideological dynamics are not sufficiently emphasized, etc. The direction of rural primary and secondary schools’ future measures to control dropouts is as follows: to form a cooperative community between schools and major departments guaranteed by the construction of the Alliance for Dropout Control, to promote “Internet +” to help control dropout, and to pay attention to the ideological dynamics of returning students.
