The author discusses in detail about the construction, management and development of electronic reading room in local county from four aspects: the current situation, the existing problems, the function and role of this project. To make this work can be developed healthily and constantly, we must invest increasingly in three areas of human, finance and material, as well as introduce professional technical talents, increase capital investment, and implement standardized management.
