College teacher's teaching ability determines the quality of higher education. The improvement of college teacher's
teaching ability should firstly be freed from the tendency of being tools and then follows the principle of "cultivating while teaching"
and "promoting teaching quality through evaluation" so as to push the improvement of teaching ability forward, and to set
"development" as cultivating orientation, practicality as supportive system, and to perfect the evaluation mechanism.
