Abstract:

The successful experience of legislation to protect Cangshan Mountain and Erhai Lake, is worth learning and reference in other autonomous areas. For example, full use of legislative autonomy to develop protection regulations, develop supporting government regulatory documents, set up specific administrative bodies, moves towards timely amendments to regulations, preparation of ecological environmental protection in planning, and so on. The other hand, inadequate legislative protection of Cangshan Mountain and Erhai Lake also exists, where perfection is needed. For example, we should establish the purpose and basic principles of ecological protection  legislation, adoption of legislation establishing ecological benefit compensation mechanism, and so on.
