"Hollowing-out" of Farmers' Specialized Cooperatives: Policy Malfunction and Redress

Abstract:

With the Law of Farmers' Specialized Cooperatives enforced, the cooperatives have witnessed a drastic boost in number all
across the country, accompanied with different problems. "Hollowing-out" of cooperatives is just one of such problems. The rise of this problem is closely related with government's policies regarding market access, favored support, scrutiny and control, and assessment of performance. It might well result from policy malfunction. Therefore, policy redress is a must to finally bring the cooperatives onto a sound track of development.
