Ensuring Infants' Access to Childcare and Nurturing in Rural Areas: Driving Factors,#br# Realistic Dilemmas and Coping Strategies#br#

Abstract: Under the guidance of the Rural Revitalization strategy, "ensuring infants' access to childcare and nurturing" echoes the
new expectations of the vast number of rural families for public childcare services for infants. In the new era, the Rural Revitalization
strategy, parenting supportive policies and child welfare guarantee system have become the main factors driving the realization of
"ensuring infants' access to childcare and nurturing" in rural areas. There are certain restrictive and hindering obstacles against the
realization as scheduled, whether it being the internal parenting ability of the family or the external supply of public childcare services.
To this end, the promotional countermeasures taken are: under the guidance of the goals and principles of "ensuring infants' access to
childcare and nurturing", strengthening family support and guidance to enable the reconstruction of family parenting ability;
establishing a multi-subject efficient composite linkage mechanism to ensure the supply of diverse childcare services; promoting the
sinking of service resources to the village level and focusing on solving the structural contradiction in the supply of service resources;
promoting the intensity of training of childcare talents to provide talent support for "ensuring infants' access to childcare and nurturing".
