Study on Local Government's Allocation of Attention to Elderly Services Based on Text Analysis of Government

Abstract:

The key to government decision-making process is the attention allocation. Therefore understanding the allocation and change of government attention to elderly services can help improve and optimize government's decision-making ability in formulating elderly-service policies. Based on the 2005-2020 work report of the Kunming Municipal Government this paper uses text mining techniques to analyze the changes in the intensity and structure of the government's elderly care services. Affected by the process of population aging the overall planning of the central government and the transformation and development of Kunming the intensity of attention allocation is increasing but the increase is small and the fluctuations are large. The changes in the attention structure are divided into three obvious stages and at present the development of diversified elderly care service models is the focus. Based on the development plan of new Kunming and the current situation of the attention allocation of elderly care services suggestion are put forward to establish and develop an integrated health care service system in a smart community.
