成渝经济区能源效率差异研究

摘要:

采用 DEA 方法,以成渝经济区为研究对象,以 2013 年的能源消费总量、资本存量和劳动力作为投入变量,以 GDP 作为产出变量,测算成渝经济区 16 个城市的能源效率,分析能源效率的城市分布情况、城市间差异以及差异产生的原因。研究结果显示,在 2013 年成渝经济区的 16 个城市中,成都市和重庆市的能源规模效率处于规模报酬不变阶段,其余城市均处于规模报酬递增阶段;能源效率值较高的城市的经济比较发达,说明能源效率与城市的经济发展水平有着紧密的联系,具有较强的正相关关系;成渝经济区的能源效率呈现出“双核”空间布局和圈层结构,城市间能源效率仍然存在较大差异。因此,应该科学规划成渝经济区空间结构,加快产业结构调整和产业升级过程,大力推进节能减排相关领域的技术创新,因地制宜分解节能目标等,不断提高成渝经济区的能源效率。

Abstract:

With the DEA method,this paper makes a study on energy efficiency differences in Chengdu-Chongqing economic zone. Taking the total energy consumption,capital stock and labor force in 2013 as input variables and the GDP as output variable,we calculated the energy efficiency of 16 cities in Chengdu-Chongqing economic zone and analyzed the distribution of energy efficiency and the differences of energy efficiency among them as well as the causes of the differences between cities. The results show that among the 16 cities in Chengdu-Chongqing economic zone,the energy efficiency scale of Chengdu and Chongqing are at the stage of constant return to scale,while other cities are at the stage of increasing return to scale. The cities with higher energy efficiency are comparatively better developed,which means energy efficiency and economic development level are closely related. Moreover,the energy efficiency of Chengdu-Chongqing economic zone exhibits a“Dual Core”space distribution and tier structure with great energy efficiency differences among the cities. Therefore,it is necessary to design the space structure of Chengdu-Chongqing economic zone,and to speed up the industrial structure adjustment and upgrading process. Major efforts should made to promote technology innovation in energy conservation and emissions reduction,and to break down energy saving targets to smaller and more specific ones according to local conditions,so as to continuously improve the energy efficiency of Chengdu-Chongqing economic zone.
