摘要/Abstract

摘要： 沼气是西藏农牧区综合开发利用价值最高的清洁能源。在西藏农牧区大力推广户用沼气，能够有效解决新型农牧区建设中面临的能源困境。当前，西藏农牧区户用沼气开发利用存在着诸多急需解决的问题，包括对投资效益和投资来源认识不足、沼气开发技术创新和服务体系不完善、目标定位制约、未建立完善的沼气投资风险分担机制等。要解决这些问题，应建立西藏农牧区户用沼气健康可持续发展机制，尤其是要建立促进农牧区户用沼气开发利用的动力机制、政府推广户用沼气的责任机制、吸引市场主体参与沼气建设的激励机制等，不断促进西藏农牧区户用沼气的全面可持续发展。

Abstract: Biogas is a clean energy of the greatest development value in the agricultural and pastoral areas in Tibet. Household biogas development in the agricultural and pastoral areas in Tibet can solve the energy shortage problems in constructing new agricultural and pastoral areas. However, problems exist in household biogas development in Tibet:inadequate understanding of investment sources and returns, imperfect technology innovation and support in biogas development, unclear goal setting, and lack of investment risk sharing mechanism. To solve those problems,it is necessary to establish a mechanism for sustainable development of household biogas in agricultural and pastoral areas in Tibet with emphasis on encouraging policies,government responsibilities, and market orientation.
