Abstract: The industrial scale shale gas development plays an important role in enhancing China’s energy security and improving the energy structure. However， non-technology factors such as local government behavior， social surroundings， enterprise management， cooperation mechanism and policies and regulations are restricting shale gas development in China. It is urgent to understand the mechanism of impact of non-technology factors on the sustainable development of shale gas. A dual principalagent model consisting of the central government， local government and shale gas enterprises is used to study the characteristics of impact of non-technology factors on the sustainable development of shale gas. Through numerical simulation of the findings， we come to the conclusion that the more standardized the management system， the higher the proportion of enterprise revenue commission and the central government revenue， that the increase in public service efficiency can motivate local governments to increase development support and thus obtain higher commission ratios and more profits. The government departments’ encouragement to enterprises to improve their management system， to promote government enterprise cooperation， and to improve the efficiency of public services， will help to improve the industrial scale production of shale gas and the benefits of all stakeholders.
