Abstract: The practice of agricultural and tourism integration in Panxian Niangniang Mountain provides a sample reference for rural poverty alleviation and reduction. The "three changes" reform, not only revitalized the natural assets and idle capital stock in rural areas, but also strengthened the rural collective economy, promoting agricultural efficiency, rural incomes and rural ecological value. To implement Xi Jinping's new thoughts on issues of agriculture, farmer and rural area and on precise poverty alleviation,the "three changes" reform grasped the basic law of economic operation in the face of poverty,adjusted the productive forces and production relations, and cultivated new professional farmer groups. All these constitute the theoretical and action foundation for the green poverty reduction sample.
