Abstract: With the progress of society，the types and frequency of emergency incidents are increasing that harm people′s lives and property.Emergency management then is becoming one of the most important means in dealing with major natural disasters，accidental disasters，public health and social security events and other emergencies.The use of modern knowledge management and risk management techniques and the building of emergency management based on knowledge management systems are of great significance.The authors design an emergency management system which consists of a client end，a server end and a storage end.Users can retrieve knowledge and information about emergency handling by accessing the client end；the server end is mainly responsible for treatment of such information and the release of early warning against emergency events，and the storage end is where various data and emergency cases is stored.
