Abstract: As an Internet articulation method, farmers' network-protest is ubiquitous in the mode of cyberpolitics. This paper obtains research data through case analysis and keyword research, and summarizes three transformations of farmers'resistance through data analysis. They are the increase of online resistance cases, more intense requirement for accountability tracing and stronger emotional appeals for solution of problems. To reduce farmers' network resistance and its intensity, it is necessary to follow the principle of “rule by law” and to focus on solving the problems in real life. Reports of the 19th National Congress of the Communist Party of China put forward a number of important requirements on strengthening grassroots construction, which include how to get fundamental solution to villagers'and village cadres'behaviors that “step on but never cross the line” within the framework of “rule by law”, how to completely solve the problem of grassroots governments' failure to respond to villagers' demands in time, and how to distinguish truth from the rumors about grass-roots cadres the villagers make as a strategy of demand expression and so on.
