A Study on the Contracts of Selecting and Sending Student Pilots for Overseas Training

Abstract: In recent years,with the rapid development of China's civil aviation industry,the shortage of pilots is very prominent; therefore,sending student pilots for overseas training has become an unavoidable choice.According to Requirements for Overseas Flight Training of Student Pilots issued by the Flight Standards Department of Civil Aviation Administration, the qualifications of overseas schools undertaking training tasks need to be approved by the Civil Aviation Administration. They must also sign contracts with domestic air transport enterprises or domestic flight training schools and institutions before conducting the training.At present,the contract counterparts are selected through bidding before signing of such contracts. Then domestic air transport enterprises or flight training schools and institutions will negotiate with the contract counterparts on the basis of their bidding documents and sign the contracts.In order to avoid possible contract risk after signing contract,the domestic air transport enterprises or domestic flight training schools and institutions need to carry out "hierarchical monitoring, regular analysis,timely feedback and appropriate treatment".They must also take different management measures to avoid legal risks in the performance process,so as to ensure the contracts are strictly fulfilled.
