Abstract: Under the pressure of energy shortage and environment protection，low carbon economy will be new growth area after IT revolution.It is estimated that there will be a capital shortage of at least 2 trillion yuan by 2020 in energysaving and new energy industry and other environment protection industries.After analyzing problems of capital investment in energysaving and new energy industry，the authors suggest some measures to guarantee a favorable environment for the development of energysaving and new energy industry.They think the first thing to do is fully exert government guidance and promotion and meanwhile ensure the investment of existing capitals.Financial innovation is also necessary in establishing long term credit support.And a multilayered financial market should be formed to better venture capital investment mechanism.
