Abstract:

Environmental liability insurance is still in the pilot stage in China，with great potential in the future. While constructing environmental liability insurance system，we should learn from the developed countries，and combine their systems with China’s national conditions. We need to implement the insurance mode which combines compulsory liability insurance with the third party liability insurance and establish joint underwriting mechanism among insurance companies under the guidance and support of the government. We must also set up professional institutions for risk assessment，monitoring and loss appraisal. In addition，a differential premium system should be introduced to meet the needs of various enterprises，and the payment procedure should be highly efficient and convenient.
